Hang up a string from a point of the room to another. Inflate balloons, add on its strings. Stick balloons on the hanged string with adhesive tape.

 

Create the cups. Use hats to draw the same shape on the cardstock. Cut its and close its with double face adhesive tape. 

Cut wires of 15cm. Take a glass to obtain the same rounded shape as the glass. Make two holes on each cup and insert the wire, close its. Put together cup with strings.

Ready to party !
